Load Controllers are designed to save you money. What they do is control the amount of electricity going to your appliances. If you install a load contoller and have it correctly programmed, your power bill will be significantly lowered.
There are pros and cons. While they help save you money, they also cut down on the amount of time that your heating/cooling system runs. Load controllers only let one appliance (a/c, water heater, dish washer, washing machine, dryer, oven, pool pump, etc.) run at a time.
